Violations of traffic laws: Karachi police enhanced amount of fines

Taking drastic step to fill its empty coffer, Karachi police Monday enhanced amount of fines on 52 different violations of traffic laws to manifolds. Deputy Inspector General (DIG) Karachi, Abdul Khaliq Sheikh announced the increase in fines. Fine on driving a vehicle without licence has been increase from Rs300 to Rs1000, violation of traffic signal from Rs100 to Rs500, over-speeding from Rs50 to Rs400, having fake fitness certificate from Rs400 to Rs2000.

Earlier, the police had cancelled the permits of vehicles with tinted glass, besides slapping ban on driving motor bikes with helmet coving face.(FP)

ایک دن میں پچاس سے زا ئد گا ڑ یاں نذر آ تش ہو جا ئیں کسی کو بھی گھر میں گھس کر دن دھا ڑے قتل کر دیا جا ئے کیا یہ المیہ نہیں ؟کچھ دن امن رہتا ہے پھر وہی بگڑتی صو رتحا ل ، روز انہ گھرو ں سے کا م پر نکلنے والوں کو کو ئی امید نہیں ہوتی کہ واپس صیح سلا مت آئیں گیں یا خدا نخوستہ کسی ان جا نی گو لی کا شکا ر ہو جا ئیں گیں کہیں سے کو ئی انسا ن نما حیوا ن وارد ہو کئی گھرو ں کے چشم وچرا غ گل کر کے غا ئب ہو جا ئے ہیں، پھر لا کھ کو شش کر یں قا تلو ں کے با رے میں کچھ پتہ نہیں لگتا ۔خانہ پر ی کے لیے بے گنا ہ لو گ پکڑے جا تے ہیں قا نو ن نا فذ کر نے والے الگ بے بس ہیں گو یاا پنے ہی ملک میں اپنے ہی لو گو ں کے ہا تھو ں ایک دوسر ے کے خو ن سے ہا تھ رنگے جا رہے ہیں ۔درجنو ں لو گو ں کی ہلا کتو ں کے بعد سرکا ری مشنری حرکت میں آتی ہے تصفیہ کے لیے پا رٹیو ں کو ایک جگہ جمع کیاجاتا ہے سیا ست دا ن اپنی پا رٹی کی مظلو میت میں نعر ہ لگاتے ہیں کہ یہ سیا سی نعرے ان کی سیا سی اقتدار کو مستحکم کر تے ہیں ان کے وسائل کا رو بار چلتا ہے ان کی فتح کا پر چم بلندہو تا ہے اور ہماری معصوم عوا م نہیں جا نتے کہ جس جگہ اور جہا ں ان کے مفا دات وا بستہ ہوں وہ اپنی قوم کو قر بانی کے لیے آگے کر دیتے ہیںیہ معصو م عوام اپنی قومیت کے زعم میں ما ری جا تی ہے ۔ کو ئی سندھی ہے تو اسے وڈیرو ں کی بڑا ئی اپنے اندر محسوس ہو تی ہی، کو ئی پنجا بی ہے تو گو جر چو ہدری سب سے اعلی وارفع نظر آتے ہیں ، پشتو ن ہیں تو اپنے اندر خلجی عظمت کے امین بنتے نظر آتے ہیں ۔میںسمجھتی ہو ں کہ پا کستا نی ایک قوم بن کر رہنے میں ہما ری عظمت اور بھلا ئی ہے با قی سب با تیں فضو ل ہیں ہم سب ایک پا کستا نی شہری ہیں جو صدیو ں سے مختلف تہذ یبو ں کا گہو راہ ہی،جہا ںتما م قو میت اپنا ایک ا علی مقام رکھتی ہے اس لسا نی فسادات میں ہم اپنے ہی مسلما ن بھا ئی خو ن بہا رہے ہیں ایسی خطر نا ک صو رتحا ل سے نبٹنے کے لیے ضروری ہے کہ ان ٹا رگٹ کلنگ کے اصل و جو ہا ت کو تلا ش کیا جا ئے جب تک اصل مسئلہ کو حل نہیں کیا جائے گا یہ سلسلہ جا ری رہے گاٹار گٹ کلنگ کی جو لہراس شہر میں آئی ہے خدا کر ئے کہ اس خاتمہ ہو سکے ۔افتخار عارف کی یہ نظم ایسا لگتا ہے اسی شہر کے تنا ظرمیں لکھی گئی آپ کی نذر ہی۔

Hostage girl freed by CPLC - Police

Police and Citizen-Police Liaison Committee (CPLC) have recovered a kidnapped girl with joint efforts, SAMAA reported Sunday.

The Deputy Chief of CPLC Attiq-ur Rehman said that accused Faisal kidnapped Madiha, 18, from New Karachi last Wednesday. The FIR of the kidnapping was lodged at New Karachi police station.

Police and investigation team held a raid in Khamiso Goth and held Faisal and recovered Madiha.

Sources told that Faisal made hostage Madiha with cheating.

INSPECTION TEAM CAUGHT 8 PERSONS ON ILLEGAL CHARGED PARKING.

Kaeachi City District Government has on receiving the information of illegal charged parking in the city constituted an inspection team to conduct surprise raid on all such places.

Meanwhile the Inspection Team of Recovery / Charged Parking Department of City Government raided Tariq Road and detained eight persons found recovering Rs.20 car parking fee in front of Dolmen Centre and Shopping Mall. The inspection team also seized the ticket books.

On enquiry from these persons, they gave written statement that they were recovering parking fee under the umbrella of Ferozabad Police Station. The above persons were released after giving warning and Inspection Team of Charged Parking Department was directed to pay regular visit to the parking areas of the city and in case of illegal charged parking the persons may be removed and handed-over to concerned police station for legal action. The department has also informed the general public especially Car and Motorcycle owners that Parking Fee of Rs.10 for Cars and Rs.05 for Motorcycle per entry is recoverable at City District Government’s Charged Parking sites which includes Beach View Park Clifton Parking Lot, Clifton Centre Parking Lot, Paradise Centre Clifton Parking Lot, Zoo Parking Lot, Haidery Market Parking Lot, Sindbad Parking Lot at NIPA, Crystal Court Clifton Parking Area, Hill Park Parking Area, Sasi Arcade Clifton Parking Site, whereas at Faizi Rehimeen Art Gallery Model Parking Rs.20 per car per entry is chargeable.

Bombing and fire disrupt a fragile peace in Karachi

KARACHI, PAKISTAN -- When a bomb exploded during a Shiite religious procession here last Monday, killing 44 people and touching off hours of violence that left hundreds of shops burned to ashes, it shattered the sense that Pakistan's largest city and financial hub was immune to the plague of Islamist violence that has swept this nuclear-armed nation.

With one strategic blast, the attackers added a volatile new ingredient to the cauldron of ethnic and sectarian tensions, political brawls, business mafia rivalries, and street crime that simmers in this metropolis of 18 million. Although these conflicts periodically erupt into violence, they have rarely disrupted the purposeful hum or resilience of city life.

This time, the destruction triggered by the explosion was so shocking and affected so many interest groups that the entire city went on strike Friday, uniting in an act of peaceful protest. The normally clogged boulevards and teeming bazaars were silent; the swank seaside eateries were empty. Even the Karachi stock exchange shut down instead of grandly opening for New Year's Day.

"They came in and destroyed everything," said Akbar al-Habib, 38, standing amid heaps of charred cloth from his garment shop in Lighthouse Market, where dozens of stalls had burned all night while armed men blocked anyone from entering. "Who would do this to us?"

Taliban militants claimed responsibility for the bomb that exploded on Jinnah Avenue as several hundred thousand Shiites marched in mourning for a martyred seventh-century imam. For many here, the more important questions are who orchestrated the spree of destructive economic violence that followed and why thousands of police deployed to protect the Shiite procession were unable to stop it.

Instead of answers, the six-hour rampage and 48-hour inferno, which caused more than $400 million in damage, have produced a week of confusion and finger-pointing between the Karachi city government, which is run by the urban Muttahida Quami Movement (MQM), and the Sindh provincial government, which is controlled by the rural-based, nationally ruling Pakistan People's Party.

With few solid facts emerging, the devastation has also provided tinder for conspiracy theories to suit the agendas of every religious, ethnic and political group in the complex, fragile mosaic of Karachi society. They range from accusations of economic sabotage by property owners to wild speculation of international plots by Western and anti-Muslim powers.

Some groups have accused Shiite militants of using their holy day to create chaos, saying fire accelerants were hidden inside religious cloths. Shiite leaders insist that most mourners continued with their procession after the bombing, while the looting and arson broke out many blocks behind. They assert that the attackers were trying to provoke sectarian divisions among Shiites and Sunnis, backed by a conspiracy of Western interests.

"We were mourning peacefully, and I followed the procession to the end," Mohammed Hussain, 21, said after Friday prayers at a Shiite mosque. "We could not even bring a cigarette lighter into the march, and we were surrounded by police and barricades. How could we think of such violence?" A few minutes later, he joined a group of Shiite protesters shouting: "Down with Israel. Down with America! Yes to Sunni-Shiite Unity!"

Several other theories circulated among merchants from the medicine, cosmetics, plastics and clothing markets that went up in flames. One was that the government or real estate mafias had the shops torched to drive tenants from valuable property. Another was that Pashtun thugs, from the same ethnic group as the Taliban, destroyed the markets to help the extremists and weaken the MQM, which is ethnically Mohajir and ardently anti-Taliban.

At Bolton Market, the epicenter of the fire, clusters of angry merchants watched glumly Friday and Saturday while workers shoveled mounds of burned goods from shops. Several multistory concrete buildings had collapsed from the intense fire, fueled by perfume, cotton and other flammable goods.

"These people were highly organized. They had weapons, cutters for the locks and chemicals to spread fire. This was not the work of emotional Shiite mourners," said Wasim Qureshi, 40, a perfume importer. "Our country is in the middle of a war on international terror. Only the terrorists will benefit from this disaster, and whoever did it was working on their behalf."

Pashtun political leaders dismissed accusations that Taliban supporters carried out the violence. Shahi Sayed, provincial president of the major Pashtun party, flatly accused the MQM of staging the violence to tar his community as a terrorist base.

"The MQM is like a mafia of thugs who rig elections, blackmail businesses and get support from the army," said Sayed, a hulking politician whose house is protected by tribal police. "They would destroy their own community to divide the Sindhis, drive out the Pashtuns and keep people away from Islam."

Similar accusations came from the Jamaat-e-Islami religious party, which set up tents near the damaged markets to assist victims of the fire. Local leaders of Jamaat, which is sympathetic to the Taliban, also blamed a plot by the MQM to malign Islam. They published photos in their party newspaper showing alleged MQM loyalists engaged in looting.

For MQM officials, Friday's events were a major political blow. The party has campaigned publicly against the "Talibanization" of Karachi. But now, with the terrorist threat squarely confronting the city, and the business community up in arms over the inadequate response by police and firefighters, Karachi's leaders are struggling to restore public confidence, tamp down the swirling conspiracy theories and ensure that the incident does not create dangerous new fissures.

"Karachi is the jugular vein of our economy, and a complex city with many fault lines. If Karachi is destabilized, then Pakistan is destabilized," said Farooq Sattar, an MQM leader and former Karachi mayor, who denied suggestions that his party fomented the violence. "We cannot allow either to happen."

City administration has been facilitated greatly due to the availability of Command & Control Center and surveillance cameras in its monitoring the area from Nishter Park to Tower during Muharram-ul-Haram. So far city government has installed 275 video cameras on different locations and 100 more will be installed within a week. No one can abolish this system in future as any such attempt would be resisted by the people who have owned this system.

This was stated by City Nazim Syed Mustafa Kamal while talking to media representatives on Saturday at Command & Control Center. Earlier he reviewed the city condition specially the situation at Nishter Park and M.A Jinnah Road during the 9th Muharram procession and afterwards attended the procession at M.A Jinnah Road and met with the organizers and religious leaders.

The CCPO Karachi Waseem Ahmed along with SSP Dr. Aamir Yousuf Zai and other police officers were also present on this occasion and inspected the main procession from the screens of command and control room.

City Nazim said that the present day challenges could not be dealt without using latest technology. City Government has provided this facility to administration that has helped and enabled them to monitor the condition of city during Muharram-ul-Haram. He said that the Nishter Park was now regarded as the key place for holding of religious and other people’s gatherings. This system was not specific to Muharram and has been established on permanent basis. All the entrance routes of Nishter Park and its internal area were being monitored completely.

City Nazim said that not only this system was helping the police but was also used to control the fire brigade, ambulance service 1122 and city wardens who are also on the ground. He said that the system could record the data for next 10 years and its capacity was being enhanced on regular basis. The area from Airport to Metropole Hotel and from Saddar to Safoora Chowk(Corridor III) will also include in the coverage area within a week.

The CCPO Karachi Waseem Ahmed on this occasion said that the city government’s command and control system was supported by latest technology and has been proved effective and helpful for Karachi Police. He said that the surveillance system could save the city from any possible terrorist act and the police and other law enforcement agencies could be informed instantly in case of any emergency situation. He also acknowledged the help and coordination received by police from the town nazmeen and the town administration in Karachi.

Biggest bank robbery in country’s history, Rs. 521 million looted, bank guards involved

KARACHI: City witnessed a biggest bank robbery of the country’s history in which over Rs. 521 million were looted from the lockers of Allied Bank Limited central branch situated at main I.I. Chundrigar Road yesterday. According to the details, the looted money comprises local and foreign currencies. A bag containing 40,000 British pounds has been recovered from a police official’s house. The family members of the police official had left the bag home which contained foreign currency. According to police, as many as five bank guards were involved in the bank robbery while raids are being carried out to arrest other robbers. One of the guard was identified as Shahid Mehmood son of Abdul Majeed who made his national identity card from Faisalabad. Police has also taken into custody two bank guards. According to police sources, the license of the private security company has been cancelled whose security guards were reportedly involved in this bank robbery. Police have arrested two accused and further investigation is in progress.

It is said that around 80,000 private security guards are hired by various institutions including banks in Pakistan without their proper registration with police. A reward of Rs. 20 lakhs have been announced by the city police for any information about the culprits. In recent months a number of such cases have occurred when the guards are part of the ‘robberies’ and despite such incidents, no check and balance system has been initiated against the security guards systems. It may also be mentioned here that almost all the big bank dacoity cases do occur in Karachi, the financial hub of Pakistan. Sources further claimed that the involved guard is reportedly had links with some terrorists organisation and also hails from the tribal region. Karachi: Many police stations lack phone facility

Out of given and available landline phone numbers at 98 police stations in city, phones of 56 police stations are one-way, that is one can receive incoming calls but cannot make outgoing calls from the police stations, whereas 42 police stations of the city do not have even the facility of having landline telephone, and the existing working telephone numbers were also found to be fraught with disorders, it was learnt.
A survey conducted recently revealed that the police stations which did not have telephone lines or connected phone numbers were closed since a long time. Some police officers also complained that they must be given the phone and other conveyance facilities without which they cannot attend to their duties properly. On the other hand, people complain of delays in timely response by Madadgar 15 when helpless people in emergency situations find no alternative but to call 15 in the face of potential or real crimes threatening their lives.
Those people who still have faith in the law and abide by it face problems in making immediate contacts with police in case of crimes, emergency and threats against their lives or property. Media persons also encounter many problems in developing stories when they do not find easier access to police stations and law enforcers in meeting their professional obligations to report to the people on significant news and daily events.
Media persons have said the Home Minister Zulfiqar Mirza was also being given wrong information as he had believed in and talked about a false report that most of the police stations, except a few, enjoyed phone facilities.
Many people including some media persons have appealed to the minister to launch an inquiry into these public complaints, ascertain the facts independent of vested interests, and facilitate the public and the media alike with timely legal help in daily emergency situations to avoid helplessness in the wake of crimes and casualties without facility of convenient communications by telephones. Alleged TTP Karachi chief, aides remanded to CID custody

Justice Maqbool Baqar of the Sindh High Court, who is also the Administrative Judge (AJ) of Anti Terrorism Courts for Karachi division, on Tuesday remanded two alleged Tehreek-e-Taliban Pakistan (TTP) Karachi chief Akhtar Zaman and his accomplice Samiullah alias Chasam to the custody of the CID police till October 27.

Earlier, the accused were produced before the AJ by Investigating Officer (IO), Inspector Shahnawaz along with police papers including FIRs, initial charge sheet in five cases including one registered under the Anti Terrorism Act, three under section 13-D of Arms Ordinance and one under section 4/5 Explosives Act.

According to the first FIR 636/2009 registered under section 302, 324, 34 PPC read with section 7 of ATA, the accused attacked the Keamari oil terminal area for causing massive destruction on September 14, 2009. According to the FIR, the arrested men were accompanied by absconding accused Nasabullah Khan Shah. The act of terrorism was conducted on the orders of their chief Hakeemullah Mehsud and Waliur Rahman. Two other accused, Munawwar Khan and Afzal Khan, who were also arrested with Akhtar Zaman and Samiullah, were produced before a judicial magistrate of the Malir district for a remand. The magistrate remanded these two accused to the custody of the CID police till October 27 as well. (DT Report)

Intelligence agencies moved over GHQ onslaught

Following the deadly attack on the army headquarters in Rawalpindi, the intelligence agencies across Sindh province including provincial capital Karachi have become active meanwhile, the suspected activists of banned religious outfits have been enlisted with a view to carry out crack down on them, local news channel reported.

According to police sources, the decision came following the militants’ onslaught on GHQ in Rawalpindi on Saturday while the security in Karachi including across Sindh province has been put on high alert.

Intelligence and security agencies have been dictated to carry out search operations in parts of Karachi including Landhi, Korangi, Malir, Model Colloney, Shah Faisal Conloney, Sherpao Coloney, Future Coloney, Millat Coloney, Manghopir and Orangi Town areas, sources added.

Police conspiring to launch 92-like operation: MQM

KARACHI: Muttahida Qaumi Movement’s Rabita Committee has alleged that police administration is hatching conspiracy to launch 1992-like crackdown in Karachi.
The Members MQM Rabita Committee London including Muhammad Anwer, Tariq Jawaid, Saleem Shahzad, Mustafa Azizabadi and Ashfaq were addressing a press conference via telephone from London at Karachi Press Club.
Muhammad Anwer said “Inspector General of Sindh Salahuddin Babar and Capital City Police Officer Karachi Wasim Ahmed have misguided the prime minister in their briefing about Karachi violence.”
The Rabita Committee said that “Police authorities are making a plot for 1992-like operation.”
“The CCPO has tried to give the recent spat of violence in Karachi as an ‘ethnic’ color,” it said. The committee warned that MQM would take an extreme step if IG Sindh and CCPO Karachi were not replaced or removed.
The Rabita Committee further alleged that IG Sindh Salahuddin Babar had been patronizing the land and drug mafias in the city. No action was taken against the land and drug mafia despite the fact that they were identified, it said.
“If both officials were not removed, the MQM would not give any ultimatum, but make a decision,” it said.
Deputy Convener MQM Rabita Committee, Dr. Farooq Sattar and other MQM leaders including Shoaib Ahmed Bukhari, Dr. Sagheer Ahmed and Baber Khan Ghauri joined the press conference at KPC.

Karachi police on killing spree

The way the City Police murdered four businessmen from Balochistan just hours before the advent of 2009 and the way police killed a youngster on the new year’s eve, it is obvious the police has secured license to kill innocent people and this government did not want to stop this unabated killing spree.

This is unfortunate state of affairs and the blame squarely rests on the shoulders of talkative Zulfikar Mirza, the right hand man of President Asif Ali Zardari. There is a genuine feeling among those who know Mirza who seldom cares for the worsening law and order in the metropolis. The new wave is dangerous as city police showed no remorse and claimed those who were killed they fired first at the police party then the police shot them dead in self defence. This is unbelievable and unacceptable.

Four young traders from Balochistan were shot dead by police in Karachi. Similarly a young man was killed on the New Year’s eve who was coming out of a fast food outlet.

The police repeated the similar story and claimed to recover three bottles of whisky from his car. If this is the basis to kill him then I am afraid every second minister in Sindh could become target of such wanton killing. In most of the cases they are religiously involved in fun and frolic and the chief minister seldom bothers to take strict action. Why they use so much booze whenever they manage to secure power is anybody’s guess.

Apart from this, six citizens lost their lives who were celebrating the New Year in style. This is unpardonable again. (The Nation)
